Getting a Driver's License in Tulum: The Stuff Worth Knowing Before You Go

Getting a driver's license in Tulum isn't complicated, but the rules have a few surprises. Here's what's worth knowing before you line up.

Why It Matters

A little preparation saves you from a wasted morning in a government line. Knowing what IMOVEQROO does, what type of license you need, and whether you can renew online makes the whole process smoother.

What IMOVEQROO Does

IMOVEQROO is Quintana Roo's mobility office. It handles driver's licenses, vehicle registrations and other driving-related paperwork across the state. In Tulum, you'll visit the local IMOVEQROO module for in-person license business.

A1 or A2: What's the Difference?

A1 is for a regular private car, SUV or pickup. A2 is for a motorcycle. That's the short version. The type you choose determines your paperwork and your price.

Why First-Time and Renewal Paperwork Differs

First-time applications need more documents because IMOVEQROO is creating your record from scratch. Renewals only need to confirm your existing record, so the paperwork is lighter. That's also why some renewals can happen online.

Why Driving Certificates Aren't Always Needed

IMOVEQROO officially lists a driving certificate and a vision exam for standard first-time applications. But the driving certificate isn't required for every type of license transaction. Before you pay for one, check whether your specific situation actually needs it.

The 2026 Online Renewal Option

IMOVEQROO now offers online renewal for existing A1 and A2 licenses through the Portal del Conductor. You complete identity checks, pay the fee, and your new license gets delivered to the address already on file.

You can't change the delivery address online, and authorized discounts still require an in-person visit.

Foreign-Resident Paperwork

If you're a foreign resident, the online renewal may require identity checks involving an INE. If you only have a passport or residency card, the online system might not verify you. In that case, visit the IMOVEQROO module in person.

Where to Confirm the Tulum Module Location

The official state catalog lists the Tulum module on Avenida Cobá Norte in Guerra de Castas. Earlier IMOVEQROO communications have mentioned other locations. Always confirm the current address on the official IMOVEQROO module directory before you travel.

Official 2026 Costs and Validity Choices

Your price depends on the license type and how many years you choose (2, 3, 4 or 5). For reference, an A1 car license for 2 years costs $1,466 MXN, and an A2 motorcycle license for 2 years costs $763 MXN. Check the official 2026 fee schedule for the full table.

Avoid Wasted Trips

Check the paperwork before leaving home. Make sure your proof of address is recent (no older than three months), your ID is current, and you know whether you need a driving certificate. A few minutes of preparation beats a morning spent in line only to be sent home.

Good to Know

IMOVEQROO only accepts a CFE electricity bill or a water bill as proof of address. Bank statements, phone bills and internet bills won't work.

Tulum Sorted Tip

Check the paperwork BEFORE leaving home. Nobody wants to spend their morning in a government line only to discover their electricity bill is three months too old.
