Paying Predial in Tulum: What Property Owners Should Know
Predial is Tulum's municipal property tax. Here's what property owners — especially foreign owners — should know about how it works, how to register, and how to avoid surprises.
Why It Matters
What Predial Actually Pays For
Predial is Tulum's municipal property tax. It funds the Ayuntamiento, the municipal government that maintains local infrastructure, public services, and the bureaucracy you navigate for permits, licenses, and property records.
The amount you owe depends on your property's tax base (valor catastral) and its classification. The municipality or Portal Tulum shows the exact amount due. You don't calculate it yourself.
First-Time Portal Tulum Registration
Portal Tulum is the municipality's online services portal. If you've never used it, expect a few hurdles:
- ID validation takes up to 72 hours. Upload your photo ID under Mis Documentos, then wait. Don't start this process the day before a discount deadline.
- Your clave catastral must match exactly. One wrong character or missing hyphen and the system won't find your property.
- If the property isn't in your name, you can upload a carta poder simple (simple power of attorney letter) instead of the owner's ID. This is a handwritten authorization, not a formal notarized power of attorney.
Clave Catastral and Property Records
Your clave catastral is the cadastral identification number for your property. It's how the municipality links you to a specific piece of land and its tax obligation.
You'll find it on a previous predial receipt or property deed. If you can't find it, the Dirección de Ingresos can look it up, but bring something that identifies the property: an address, a previous receipt, or the owner's name.
Annual Discounts and Why Their Dates Matter
The Ayuntamiento authorizes predial discounts by annual agreement. The most common is an early-payment discount for paying the full annual amount in advance, usually during the first months of the year.
A separate 50% discount may apply for persons with disabilities, pensioners, retirees, INAPAM/INSEN cardholders, and qualifying public-sector workers. This applies to one property only (the taxpayer's own home) and is capped at 20,786 UMA of cadastral value.
Why dates matter: Discount programs change each year. The percentages and deadlines are set by municipal agreement, not fixed in permanent law. Always confirm the currently approved program before paying.
When Payments or Property Details Don't Match
If your property doesn't appear in Portal Tulum, check that the clave catastral and owner name match exactly what the municipality has on file. If the property was recently registered, validation may still be pending.
If the name or clave catastral doesn't match, contact the Dirección de Ingresos. Don't try to force a payment with mismatched information. It may not apply correctly to your account.
Constancia de No Adeudo
A Constancia de No Adeudo de Impuesto Predial is a certificate confirming there is no outstanding predial debt on a property. It costs 4 UMA and is obtained at the Dirección de Ingresos.
If you are buying or selling property, don't rely on someone saying the predial is current. Get the constancia. The Dirección de Ingresos can take a day or two to issue it, and your closing won't wait.
Practical Advice for Foreign Property Owners
If you own property through a fideicomiso (bank trust), the trust, not you personally, is the registered owner for predial purposes. Make sure your Portal Tulum registration reflects this correctly.
If you're not in Tulum year-round, set a reminder for the discount period. Missing the early-payment window means paying the full amount, and nobody wants that.
Keep every receipt. Mexican property transactions move slowly and ask for documents you forgot you had. A folder of predial receipts is proof you've kept up with your obligations.
